The Local Initiatives Programme was launched at the end of the year 2003. The need to initiate this programme is substantiated by the fact that the environmental problems have their roots at local level and, therefore, need to be tackled at this level. Moreover, in the last time, increased attention is given to the local authorities - an important political and administrative link that possesses different tools to influence the development of local communities as well as to prevent the environmental degradation and provide solutions to local environmental problems.
Thus, the mission of this programme is to promote the environmental protection and sustainable development at local level by increasing the capacity of local authorities.
Within the framework of this programme, REC Moldova intends to provide assistence to local authorities in:
Identification of local environmental problems, development and implementation of local environmental action plans;
Comprehending the causes of environmental degradation and identifying ways to prevent and address local environmental issues;
Providing understanding of national environmental policy;
Promoting partnerships between local authorities and different stakeholders (entrepreneurs, NGOs, the general public, etc.), in their efforts towards environmental protection and sustainable development at local level;
Promoting the best practices of addressing environmental problems at local level;
Facilitating the access to environmental information and public participation in local environmental decision-making;
Identifying the fund-raising opportunities to support environmental projects at local level, etc.
The programme activities will include : organizing seminars, trainings and conferences, as well as co-financing of small-scale activities initiated by local authorities and implementation of projects towards environmental protection and sustainable development at local level.
